Dear Congressman Portman:
Thank you for your desire to help small business and the individual taxpayer.
I watched your Way and Means Subcommittee hearing last Wednesday. You said that IRS restructuring is helping the taxpayer. Your intent to help the taxpayer is appreciated. However, what we need is the abolition of the IRS, not a restructured IRS.
The IRS continues to hound small business and the taxpayer. Restructuring has not prevented the IRS from continuing to act like the thugs they are.
My fear is that the IRS plans to wait the Republicans out and delay the implementation of the changes Congress has mandated until after the 2000 elections, hoping Democrats will regain control of Congress.
In your questioning of IRS Commissioner Rossotti, you mentioned several GAO reports dealing with the IRS reforms. Would you please send me a copy of those reports?
We want to support Congressional candidates like you who want to see the IRS abolished. Please let us know how we can help you in your efforts to abolish the IRS.

P.S. Commissioner Rossitti stated that the IRS had downsized from 106,000 employess to 98,000. If so, why did the IRS receive a 10% funding increase in the 1997 and 1998 budget?
P.P.S. Would you please send me the transcripts of the hearings the House conducted in 1998 on IRS abuse?
